Connect and MIO module outputs not working

I've got a RevPi Connect S hooked up to a MIO. I need 24v out to drive two relays and for some reason I am having problems getting it.
I have attached a diagram of how I have it wired, as well as the MIO settings in Pictory. When wired as such, the pin of the X2 connector on the Connect that I have marked "RELAY CONTACT" is always +24v. I can see that the output bit is being toggled correctly in Codesys and using PiTest, and I think I can hear the clicking of a relay inside the Connect--but still that pin is always +24v.
Not only this, but the second relay, which I have attached to pin 1 of the X2 connector in the MIO is not turning on either. I can also see that this bit is being toggled correctly. The physical pin is also turning on and off, but something is wrong: I measure an open circuit voltage of 20-22v on this pin, and if a relay is attached to it, the relay does not switch on, presumably because there is not enough current. I found a post about this where two other people also observe this behavior, but a solution was not found: viewtopic.php?t=3539
