For the application we are using, it is unlikely that internet will be available to install things (image, pictory, npm, node-red, etc) on the devices. We will pre-install those on the devices (Connect, AIO and DIO), but if something goes wrong and we need to wipe the devices out in the field, we need to be able to get them back up and running again without internet. Can those things be downloaded to an external drive and installed from there? Is there another solution?
Thanks!
Install without internet
I would save the image and flash the saved image in case of a problem.
Maybe some other user from the forum has a better idea.

Another option could be a portable LTE router for internet connection in case a technician requires it for install some packages. But if you have a static configuration, I'd take an image of the configured system, as Eduard suggested. With that "golden" image you could always restore the system to the desired state.

I actually thought of the image idea about 30 mins after I posted. I tested it and it seemed to work great.
Thanks for the help though!
