Are there any examples or recommended ways to use Ethernet IP Module which is traditionally a slave as a master instead? Even if it's an open source approach like pycomm3 that would work just wondering if they have done it before?

Reimaged the revpi and I can read DIO now! no more red LED problems either. Thanks for the help on all this.

Bumping this, as I have the same issue: either the DIO module is found and configured by PiControl and I get a Red pwr light on the Connect, or the DIO module is not recognized or configured (per piTest -d) and I have a green pwer indiactor on the Connect.
